- Augment current municipal legal services by providing public safety specific policy recommendations, training, consulting and advice.
- Provide 24/7 availability by phone, electronic communication or in person.
- Provide policy advice to Police Chief and Command Staff supervisors on administrative and operational issues.
- Responding to critical police incidents.
- Conduct research on a variety of issues, including court cases and legislative actions affecting public safety, utilizing computerized legal databases.
- Prepare opinions, including investigation of facts, legal research and the preparation of memoranda.
- Assist the Chief of Police with preparation of Law Enforcement Constitutional policy and process documents including, but not limited to, draft recommended orders and documents required for search, seizure, and forfeiture activities or other investigative purposes.
- Coordinate and conduct training on personnel related legal matters for administrative personnel to aid in compliance with current court decisions and best practices.
- Review operational training outlines and provide monthly legal updates for each shift.
- Participate in interdepartmental meetings to discuss questions, personnel policies, impacts of planning decisions and procedures to be followed in various actions.
- Ensure departmental field procedures, general orders and rules and regulations are in compliance with existing court and statutory requirements.
- Liaison with prosecuting attorneys and provide administrative advice for criminal investigations such as high-profile investigations, homicides, officer-involved shootings, incustody deaths, etc., involving department members.
- Provide advice and make recommendations regarding the handling and disposition of evidence.
- Provide on-the-spot advice and recommendations to command staff when the advice affects an active, on-going criminal investigation or critical incident which cannot wait for research at
the office. - Assist line functions, and upon request, assist with legal research relative to ongoing investigations.
- Assist in compiling and summarizing the Public Safety Division’s position in response to any claims to assist Municipal counsel.
- Assist municipal or assigned counsel with defending lawsuits by providing public safety legal perspective, policy, process and expertise to assigned defense counsel.
- Assist department members in preparation for court testimony in regard to police policy and practices.
- Provide regular and recurring legal and policy related to roll call training materials.
- Attend and participate in Command Staff meetings where important issues are on the agenda and/or anticipated.
- Perform other collateral and additional duties and projects as deemed necessary and requested by the Chief of Police or his designee.
